The puppy is green because of the placenta that rub off during birth. His fur will turn to its' normal color within a few weeks. This is not an uncommon occurrence.
It looks like he had a bowel movement before birth. When a baby has a bowel movement before birth it is called meconium. They actually come out green stained. So call him poo.
